Cash & Market Specialist 3 – Economic Security Unit

About the role

The Cash & Market Specialist 3 designs, plans, implements and monitors cash‑transfer and market‑analysis programmes for the Economic Security (EcoSec) Unit in Ethiopia. Working under supervision, the specialist ensures that cash assistance is delivered efficiently and in line with ICRC strategies.

Key responsibilities

• Guide field teams on data collection and analysis for cash‑transfer needs assessments.
• Maintain and adapt a master beneficiary database and individual programme databases.
• Issue verification and payment lists, track payments, and ensure accurate records for all beneficiaries.
• Prepare specifications for cash inputs, manage requisition processes, and issue financial forecasts for the Cash Unit.
• Maintain a price‑monitoring database and conduct SWOT‑based response analyses of cash interventions, identifying risks and mitigation measures.
• Coordinate with the EcoSec team, other assistance departments, and the Protection Department as required.
• Represent ICRC to technical authorities and partner organisations involved in cash‑transfer programmes.

Required profile

• Experience in designing and managing cash‑transfer or market‑analysis programmes in humanitarian contexts.
• Ability to work under limited supervision while providing guidance to field teams.
• Strong analytical mindset for needs assessments, data collection, and financial forecasting.
• Excellent coordination skills with internal teams and external stakeholders.
