Compliance and Systems Director – Ethiopia Programme

About the role

People in Need (PIN) is an international non-profit providing humanitarian assistance and development cooperation. Its Ethiopia Programme has been active since 2003, working with communities, local organisations and public institutions. The Compliance and Systems Director (CSD) is a member of the country programme senior management, together with the Country Director and the Head of Programmes, and shares responsibility for the effective delivery of the country programme. The CSD leads and oversees organisational compliance, including donors' contractual requirements and PIN internal procedures, and manages the support systems for logistics, procurement, finance and HR. The role is based in Addis Ababa, Ethiopia, on a 1-year contract with possible extension.

Key responsibilities

• Assist the Country Director in managing the country programme, take part in senior management meetings and represent PIN to local authorities, donors and partners
• Ensure systems and operations follow donor and PIN rules, and ensure adequate staffing of supervised departments
• Oversee the Finance team, ensure financial procedures are in place, and make sure ELO and Navision are used correctly; prepare financial and economic overviews and supervise the Head of Finance during audits, annual closing and budgeting and spending monitoring
• Lead the Procurement team, update procurement guidelines, run the procurement system and audit the process regularly
• Oversee the Logistics team, strengthen anti-corruption oversight, manage logistics budgets, supervise the asset registry and inventory control, and support fleet planning and cost monitoring
• Oversee the HR team, supervise internal and external recruitment, in-country induction, staff evaluations, bonuses and contract termination, and keep HR procedures up to date
• Directly lead staff capacity building across departments and work with the Country Director's deputy and programme managers
