International Consultant – Quantitative Analyst & TiVA Specialist

About the role

The United Nations Economic Commission for Africa (ECA) is seeking an International Consultant as Quantitative Analyst and TiVA specialist for a technical assistance project on services trade in Africa. The project supports the implementation of the AfCFTA by strengthening national capacity to measure value added in services and to understand regional and global value chains. The consultant works remotely under the guidance of the ECA project leader and the supervision of focal officers.

Key responsibilities

• Serve as the International Consultant for TiVA analysis using MRIO data and provide substantive guidance on methods and approaches
• Collaborate with the lead consultant and the ECA team to design a training-on-trainers (ToT) workshop on trade in services and TiVA
• Help prepare and update training materials such as methodologies, presentations and datasets
• Act as principal instructor and facilitator for the ToT workshop
• Provide technical backstopping to the national consultant carrying out empirical work and policy development
• Review technical reports produced by national consultants and take part in a multistakeholder workshop

Required profile

• Advanced university degree (Master) in economics, finance, statistics or a related field
• At least 5 years of experience in trade policy (goods and services), regional integration and trade in value added, or a related area
• Fluency in English or French; working knowledge of the other is an asset
• Experience in quantitative analysis, policy formulation and capacity building in Africa is highly desirable
