Policy Advisor, Fossil Fuel Transition
International Institute for Sustainable Development
Job description
About the role
IISD, a think tank headquartered in Winnipeg, Manitoba, is hiring a Policy Advisor, Fossil Fuel Transition, for its Energy Program. The advisor works in the International Strategy team to help governments and partners advance a Paris-aligned, just and orderly transition away from fossil fuels, including reform of fossil fuel subsidies and public finance. The role is remote, based in one of the eligible Global South countries listed, or hybrid in Winnipeg.
Key responsibilities
- Lead policy-oriented research and analysis on fossil fuel transitions, public financial flows, macroeconomic and fiscal risks, subsidies, energy security and economic diversification, and turn evidence into actionable options for decision-makers.
- Design and manage workstreams and outputs with workplans, quality checks and milestones, coordinate partners and contribute to reporting and budget management.
- Build relationships with government counterparts, knowledge organizations, civil society and intergovernmental partners, adapting support to country needs.
- Mentor junior colleagues through task briefs, feedback, peer review and learning by doing.
- Contribute to funding proposals and partner engagement, and work with IISD Communications to turn research into clear messages and products.
Required profile
- Bachelor's degree in economics, public finance, development studies, public policy, natural resource management or a related field; a master's or PhD is an advantage.
- At least 5 years of experience in macroeconomic or fiscal policy, applied economic research, public finance, energy policy or fossil fuel transitions.
- Experience engaging government or public-policy stakeholders, preferably in emerging or developing economies.
- Excellent written and spoken English; proficiency in another language is an advantage.
- Availability to travel internationally and appropriate work authorization in the host country, without sponsorship from IISD.
- Desirable: experience in fundraising or proposal preparation, fossil fuel subsidy reform, economic diversification or technical assistance to governments.
Required skills
- Strong strategic thinking and project management in international, multi-partner settings.
- Ability to write concise, persuasive policy notes and proposals for non-specialist audiences.
- Proven ability to give constructive feedback and support less experienced colleagues.
What we offer
- Salary commensurate with experience and location.
- 80%-100% full-time-equivalent position under an Employer of Record model, 1-year contract with possible extension.
- Remote or hybrid work with regular online collaboration with colleagues in Europe and the Americas.
Applications are submitted through Bamboo HR by November 27, 2026, 4 PM CST, with a one-page cover letter and a two-page CV; the application procedure is in English.
