Senior Public Finance and Refugee Inclusion Costing Consultant

About the role

The consultancy aims to generate rigorous evidence on financial requirements, investment gaps and financing options needed for sustainable refugee inclusion into essential services and local systems in Ethiopia, and to develop an investment case owned by the Refugees and Returnees Service.

Key responsibilities

• Conduct multi‑sector social service delivery costing and financing‑gap analyses covering at least two sectors at national or sub‑national level.
• Develop sector‑specific assumptions, costing assumptions and investment scenarios in collaboration with government counterparts and specialists.
• Produce situation assessments, minimum service standards, technical options, infrastructure packages, lifecycle cost estimates and financing scenarios for the overall investment case.

Required profile

• Advanced university degree in economics, public finance, development economics, health economics or a related field.
• Minimum 10 years of progressively responsible experience in public finance, multi‑sector costing studies, investment case development or related fields.
• Demonstrated experience working with government institutions, development partners or international organisations, preferably in Ethiopia or similar humanitarian‑development contexts.

• Experience with government planning, budgeting, public expenditure reviews and financing‑gap analysis.
• Strong analytical, writing and facilitation skills for consultations with multiple stakeholders.
