Chief Field Office (P-4) – Fixed Term – Mekelle, Ethiopia

About the role

The Chief Field Office (CFO) leads UNICEF’s field presence in Mekelle, overseeing the full programme portfolio and ensuring the delivery of high‑quality results in line with the country programme plan and the Representative’s vision. Reporting to the Chief Field Operations, the CFO is the senior representative for UNICEF in the assigned area and is responsible for both programme and operational performance.

Key responsibilities

• Manage and lead the total programme commitment of the Mekelle field office, coordinating all sector teams and operational services.
• Represent UNICEF in regional meetings, advocacy events and coordination mechanisms, advancing the agenda for children.
• Ensure effective management of staff, assets and resources, maintaining compliance with UNICEF policies.
• Lead emergency preparedness, risk‑scenario development and activation of contingency plans in a volatile security environment.
• Guarantee programme continuity, personnel safety and timely delivery of humanitarian assistance during crises.

Required profile

• Proven senior‑level experience in programme management and field operations within fragile or humanitarian contexts.
• Strong leadership and decision‑making abilities, with a track record of representing an organization at high‑level forums.
• Demonstrated capacity to anticipate security deteriorations and to implement risk mitigation measures.
• Commitment to UNICEF’s Core Commitments for Children in Humanitarian Action.
