Monitoring, Evaluation and Learning (MEL) Expert

About the role

NTU International is seeking a highly qualified Monitoring, Evaluation and Learning (MEL) Expert to support the design, implementation and continuous improvement of the Africa‑EU Space Partnership Programme (AESPP Boost). The role will focus on establishing robust MEL frameworks that enable evidence‑based decision‑making across a complex, multi‑partner environment.

Key responsibilities

• Design and operationalise the programme’s monitoring, evaluation and learning framework, including indicators, baselines and data collection protocols.
• Collect, consolidate and analyse quantitative and qualitative data to assess programme performance and impact.
• Produce regular evaluation reports, dashboards and learning briefs for donors, partners and stakeholders.
• Provide technical guidance to project teams on MEL best practices and results‑based management.
• Support continuous improvement by integrating lessons learned into programme planning and implementation.

Required profile

• Master’s degree in evaluation, statistics/data science, development economics, social sciences or a related field (or equivalent professional experience).
• Minimum 8 years of professional experience in monitoring and evaluation, results‑based management or applied data analysis.
• At least 4 years of experience designing and operating MEL frameworks for donor‑funded or multi‑partner programmes.
• Excellent command of English; working knowledge of French or Portuguese is an asset.
• Experience with EU‑funded programmes and work in Africa is a plus.
