Operations Officer (NO-1) – Fixed‑Term in Semera, Ethiopia

About the role

UNICEF is seeking an Operations Officer (NO‑1) on a fixed‑term basis in Semera, Ethiopia. The incumbent will lead operations functions, drive change, and provide risk‑informed analysis to support programme and management decisions that improve outcomes for children in complex contexts.

Key responsibilities

• Implement people‑resources strategies to promote technical competence, career progression and retention of an agile workforce.
• Foster management excellence, staff well‑being, accessibility and inclusion through policies and procedures.
• Develop and apply solutions related to people management and office culture.
• Support the training strategy and disseminate best practices in management and finance.
• Champion strategic resource use to achieve organisational goals and ensure value for money.
• Contribute to UNICEF’s operational excellence framework based on its five strategic pillars.

Required profile

• Demonstrated experience in operations or administration within humanitarian or development settings.
• Ability to provide risk‑informed, solution‑focused analysis and advice.
• Strong knowledge of management and finance standards and best practices.
• Excellent communication and stakeholder‑engagement skills.
