Job description

About the role

The consultant will provide demand‑led technical support to the WISH2 programme, focusing on increasing domestic investment in sexual and reproductive health (SRH) through public financial management (PFM) improvements and politically informed, data‑driven advocacy.

Key responsibilities

  • Provide strategic input and technical support to ensure WISH2 meets or exceeds FCDO expectations on health financing.
  • Support local actors in ESA countries to address bottlenecks in the PFM system and strengthen civil‑society‑led advocacy for SRH/FP investment.
  • Assist Health Financing Advisors in developing milestones aligned with Country Policy Overviews, Engagement Plans, and the programme logframe.
  • Adapt and apply WISH2 tools such as the PFM self‑assessment, Budget Monitoring and Tracking (BMT) scorecard, and SMART advocacy training materials to local contexts.
  • Document results, contribute to research publications, and disseminate programmatic learning.

Required profile

  • Proven experience in public financial management and health financing within low‑resource or humanitarian settings.
  • Demonstrated ability to work with government, donors, and civil‑society partners on SRHR policy and financing.
  • Familiarity with the ESA region (Burundi, Ethiopia, Madagascar, Somalia, South Sudan, Sudan, Zambia) is an advantage.
  • Strong analytical and communication skills to translate data into advocacy messages.
