Chief of Section – Economic Affairs

About the role

The Economic Commission for Africa is seeking a senior professional to lead the Connectivity and Infrastructure Section within the Technology, Innovation, Connectivity and Infrastructure Division. Reporting to the Division Director, the Chief of Section will shape infrastructure policy and analysis across transport and energy sectors to support Africa’s economic transformation.

Key responsibilities

• Lead the design, organization and management of mandated programmes analysing transport and energy infrastructure.
• Develop strategic policy recommendations and action plans for adoption by the international community.
• Identify emerging regional and global development issues related to infrastructure and devise programmes to address them.
• Supervise a team of transport and energy experts, providing guidance and performance oversight.
• Commission external studies and analyses when internal capacity is insufficient.
• Contribute to the Division’s knowledge products and support the ECA’s strategic directions.

Required profile

• Extensive experience in economic or sectoral analysis, particularly in transport and energy infrastructure.
• Proven leadership experience supervising multidisciplinary expert teams.
• Strong understanding of macro‑economic policy, infrastructure financing and regional development challenges.
• Advanced degree in economics, engineering, public policy or a related field.
