Senior Project Manager with AU

About the role

Norwegian Capacity (NORCAP) is seeking a Senior Project Manager to be seconded to the African Union Commission’s Office of the Special Envoy on Women, Peace and Security in Addis Ababa. The role provides strategic and operational leadership to turn the Office’s Women, Peace and Security agenda into concrete programmes and measurable results.

Key responsibilities

• Lead portfolio planning and integration across the Office’s strategic pillars, ensuring alignment with African Union priorities.
• Oversee results‑based planning, budgeting, delivery management and performance monitoring, including risk identification and mitigation.
• Coordinate technically with AU departments, organs and Regional Economic Communities to support implementation of Women, Peace and Security commitments.
• Supervise and mentor programme staff, fostering an inclusive, high‑performing team culture.
• Ensure quality assurance of programme outputs and generate evidence for decision‑making and advocacy.

Required profile

• Extensive experience in programme management within humanitarian, development or peace‑building contexts.
• Strong knowledge of Women, Peace and Security frameworks and African Union policies.
• Proven ability to lead multi‑stakeholder initiatives and manage complex budgets.
• Excellent communication and stakeholder‑engagement skills.
