Senior Regional Transport Policy Expert

About the role

NTU International is looking for a Senior Regional Transport Policy Expert to support the EU‑funded “Technical Assistance to ECOWAS in Transport Governance” project. The role will contribute to the development, harmonisation and implementation of transport policies, strategies and governance frameworks across the ECOWAS region, aligning with ECOWAS Vision 2050, AfCFTA and regional integration priorities.

Key responsibilities

• Support the development, review and harmonisation of regional transport policies, strategies and regulatory frameworks.
• Provide technical advice on transport integration, corridor governance and multimodal connectivity.
• Coordinate policy actions between ECOWAS institutions, Member States, regional organisations and development partners.
• Prepare transport policy studies, strategic analyses, technical reports and policy recommendations.
• Assist in implementation and monitoring of regional transport strategies, standards and governance frameworks.
• Advise on sector reforms aligned with ECOWAS Vision 2050, AfCFTA and integration objectives.
• Facilitate stakeholder consultations, policy dialogue and institutional coordination.
• Promote climate‑resilience, inclusion, digitalisation and sustainability in transport policies.
• Deliver workshops, technical meetings and capacity‑building activities.
• Contribute to monitoring, reporting and analytical outputs on policy initiatives.

Required profile

• Master’s degree in transport planning, public policy, economics, international development, regional integration or a related field.
• Minimum 10 years of professional experience in transport policy, regional integration or infrastructure governance, with at least 7 years focused on transport policy development.
• Proven experience working on transport or regional integration programmes in developing countries, preferably in Sub‑Saharan Africa.
• Experience in international development cooperation and donor‑funded programmes.
